Pre-doctoral Scholarships associated to Projects and Ramón y Cajal Contracts (Research Staff in Training)
A.- OBJECTIVE OF THE SCHOLARSHIP
This action is aimed at the competitive call for pre-doctoral contracts for the training of PhDs, who wish to carry out a Doctoral Thesis associated with a research project under the tutelage or direction of the Researcher Responsible. The projects will be defined by the Research Commission, according to the actions of this plan, and will be published in BOUCA (University official bulletin) at the time of the launch of the call. These projects may be as follows:

  1. Research projects funded by the state plan in its call for proposals “Challenges and Excellence” that, having applied for a pre-doctoral contract, had not received it in the resolution.
  2. Research projects associated with researchers benefiting from the Ramón y Cajal programme who join the University of Cadiz, or who have been beneficiaries of the aforementioned programme, and who join the University of Cadiz as lecturers at the rate of 15%.
  3. All those research projects that, under the consideration of the research commission, and by virtue of the budgetary and regulatory framework of this plan or external programmes, may be carried out at the University of Cadiz and require the incorporation of a pre-doctoral researcher.

In turn, the purpose of the call for proposals, is to finance the employment for a post-doctoral orientation period of one year, of those doctoral students who obtain their doctoral degree prior to the beginning of the last year of the contract. They also will have to meet the requirements described in the annex that will be included in the call for proposals, such as ANNEX III, the Research Commission.

The call is aimed at the achievement of the Doctoral Thesis, with the possibility of an additional year of postdoctoral character, in case the Doctoral Thesis is defended in its third year.

B.- REQUIREMENTS FOR APPLICANTS
Applicants must meet the following requirements:

  1. The fulfillment of the requirements to participate in the competition, must always be referred to the date of the end of the period for submission of applications, and must be maintained during the period of contracting of the respective competition.
  2. To be, at the time of submission of the application, admitted or enrolled in a Doctorate programme of the University of Cadiz, or to be enrolled in a University Master’s degree that gives access to a Doctorate programme. Provided that they have an admission, conditioned to the completion of the programme, and also being conditioned to be able to enroll in the aforementioned programme when the call for applications is resolved.
  3. Nationality. There are no specific requirements as to the nationality or residence of the applicants for participation in the competitions. However, the recruitment of non-EU foreign researchers, will be suspended until they obtain a visa authorising them to work in accordance with the provisions of Organic Law 4/2000, on the rights and freedoms of foreigners in Spain and their social integration.
  4. Applicants may not be those who have begun their pre-doctoral training with funding from other grants for the same purpose, which have been granted within the framework of the Programme for the Promotion and Promotion of Research and Transfer of the University of Cadiz 2016-2017, nor those who already hold a doctorate degree, by any Spanish or foreign university. Applicants may not be those who have previously enjoyed a pre-doctoral contract for a period of more than twelve months..
C.- DURATION OF THE GRANT
The contracts will have a maximum duration of four years, starting from the date of incorporation of the researcher hired to his position.

Contracts will be renewed at the end of each of the years, after verification that the requirements described in Annex III have been met, as published in the resolution to be issued by the IC when the call for proposals is published.

D.- AMOUNT OF THE SCHOLARSHIP
The minimum salary to be received by researchers in training during this period, shall be 16,422 euros gross per year. However, in accordance with articles 20 and 21 of Law 14/2011, of 1 June, on Science, Technology and Innovation, when the Research Personnel in Training obtain a Doctorate degree, or complete their stay in the Doctorate programme, the period of execution of the predoctoral contract will end. For these purposes, it is considered that the doctoral degree has been obtained on the date of the act of defense and approval of the Doctoral Thesis. A new contract will be authorised for the MAGP for one year for newly doctoral researchers, if the PhD degree is obtained before the end of the third year of the contract and the requirements described in Annex III of the IC resolution are met,. The minimum salary to be paid to researchers during this period, to be indicated in the contract, shall be 19,000 euros gross per year.

The research staff in training will be able to benefit from the grants for the realization of stays under the University of Cadiz’s own Research Plan..

E.- DEALINES AND APPLICATIONS. Documentation to be submitted
Applications must be submitted within 20 days from the date of publication in TAVIRA of the decision of the Research Commission, indicating the profile of the positions and the selection criteria, which will be published in BOUCA.

Each applicant may submit a single application, which must relate to a research project approved by the Research Commission and published in BOUCA.

The applicant will attach, through the electronic application of the Vice-rectorate of Research, the following documentation:

  • Proof of admission or enrolment in the doctoral programme listed in Annex I to be published by the IC at the time of the launch of the call for proposals for each project.
  • Curriculum Vitae, in Spanish or English, in accordance with the format set out in Annex IV, to be published by the CI at the time of the launch of the call.
  • Academic certificate issued by the academic entity, corresponding to the degrees held or to the courses completed on the date of presentation of the application. The certificate must include the grades obtained and the dates of obtaining them, corresponding to the subjects that make up the programme of the qualifications or courses that are collected. The application shall include a statement that the qualifications or courses referred to in the academic transcript, are those passed at the time of application. In the case of certificates issued by foreign institutions, the maximum and minimum qualifications within the corresponding evaluation system shall also be stated, as well as the minimum qualification to be passed. If the academic certificate is issued in a language other than Spanish or English, it must be accompanied by an official translation into one of these two languages.
  • Declaration responsible for not being in possession of the Doctorate degree, by any Spanish or foreign university, as well as that all the data provided in the CV are real. The applicant shall inform the investigating body of any changes in the circumstances set out in this declaration. Any change in the circumstances set out in the declaration will result in the applicant’s failure to comply with the participation requirements. It will also include a declaration of responsibility for not having had a pre-doctoral contract for a period of more than twelve months (depending on the model available on the website of the Vice-rectorate of Research) prior to the submission of the application.
  • Copy of valid passport, only in the case of foreign citizens not resident in Spanish territory.
  • For the purposes of the evaluation process, only the information contained in the Curriculum Vitae and in the academic certification submitted in the application will be taken into account..
F.- ASSESSMENT OF APPLICATIONS
  1. Applications will be the subject of a scientific-technical evaluation report by the principal investigators of the research projects that may be awarded the contracts. Each principal investigator will carry out the scientific-technical evaluation of all those candidates who have applied for membership of their project, in accordance with the criteria presented in Annex II of the IC resolution. They also will prepare, following them, a scientific-technical evaluation report for each of the applications.
  2. The Commission of Inquiry will propose to the Commission of Inquiry the rating of the candidates, carried out in accordance with the criteria established for the Commission of Inquiry and in the light of the reports of the principal investigators of the research projects, issuing a reasoned report.
  3. The applicable scale shall be that set out in Annex II to the resolution to be published by the IC at the time of the launch of the call. The Recruitment Committee, following a report from the Research Committee, shall be responsible for resolving any doubts as to interpretation arising from the call for tenders or the application of the scale.
  4. Resignations and incorporation of reservations: resignations of successful candidates during the first six months of recruitment may result in the recruitment of reserve candidates. Likewise, reserve candidates will be added due to the failure of the selected candidates to comply with the necessary requirements for recruitment, during the period established for the formalisation of contracts, in accordance with article 11.1 of the call for proposals.
  5. In cases where the application is made for the inclusion of a reserve candidate for another project, an evaluation report prepared by the principal investigator of the research project, in accordance with the criteria and scales, set out in Annex II, applicable to the new project, must also be attached.
H.- OBLIGATIONS OF BENEFICIARIES
  1. The contracted Research Staff in Training shall prepare scientific-technical monitoring reports. A report at the end of each year of the contract, and a final report on the entire period of execution of the contract, using the models available on the website of the Vice-rectorate for Research.
  2. In the event that the contracted person obtains the title of Doctor during the execution of the pre-doctoral contract, the presentation of the document accrediting the act of defence and approval of the Doctoral Thesis, will replace the corresponding follow-up report or reports. In cases where the doctoral degree is awarded prior to the start of the last year of the contract, where the requirements of Annex III are met, and where a grant is authorised for the recruitment of the new doctoral researcher, a final report must be drawn up on the period of execution of the postdoctoral grant. This report will include a description of what has been done (publications, stays in other centres, attendance at congresses, etc.) and the evolution of the line of research followed by the contracted party.
  3. The contracts will be renewed annually, according to the criteria included in the relevant resolution of the Commission of Inquiry.
  4. The UCA may establish the need to submit additional monitoring reports to those indicated, or modulate the content thereof, for which purpose it shall have the corresponding models available on the website of the Vice-rectorate of Research.
